(وبعد) فقد طلبت إلىَّ الأمانة العامة للمجلس الأوربي للإفتاء والبحوث: أن أكتب بحثا حول (الوطن والمواطنة) وما يتعلَّق بهما من أحكام شرعية، في إطار عَقَدي ومقاصدي. لتفتتح به الندوة الفكرية الفقهية، التي تعقدها الأمانة حول موضوع المواطنة والاندماج بالنسبة للأقليات المسلمة في أوربة وغيرها، نظرا لما يثور حول هذه القضية الحسَّاسة من التباسات، وما يثار من تساؤلات، وما تتعارض به الإجابات، لتعارض الاجتهادات، واختلاف الدلالات. وقد استعنتُ بالله تعالى، وكتبتُ هذه الصحائف، مستهديا بكتاب الله، وبسنَّة رسول الله صلى الله عليه وسلم، ومغترفا من بحر تراثنا الزاخر، الفقهي والأصولي والحديثي والتفسيري، ومتأمِّلا في الواقع وما يمور به من تيارات فكرية، وأحداث واقعية، ومواقف سياسية، واضطرابات بشرية، رابطا الفروع بأصولها، والظواهر بمقاصدها، جامعا بين فقه النصِّ، وفقه الواقع، مبتهلا إلى الله تعالى أن يرزقنا نورا نمشي به في الظلمات، وفرقانا نميِّز به بين المتشابهات. وقد رأيتُ أن أجعل هذه الدراسة في تمهيد حول الوطن والمواطنة، ثم في فصل أول عن مواطنة المسلم وغير المسلم في المجتمع المسلم، ثم في فصل ثان وأخير عن مواطنة المسلم في غير المجتمع المسلم. أرجو أن أكون قد وفِّقتُ في إلقاء شعاع من ضوء على هذه القضية الكبيرة، يسهم في تجلية حقيقتها، وبيان خلاصة أحكامها، {وَمَا تَوْفِيقِي إِلَّا بِاللَّهِ عَلَيْهِ تَوَكَّلْتُ وَإِلَيْهِ أُنِيبُ} [هود:88]. الفقير إليه تعالى يوسف القرضاوي
