عن الكتاب: يتابع نعوم تشومسكي في هذا الكتاب نهجه في فضح السياسة الأمريكية، فيستعرض عبر تحليل تاريخي جملة المتغيرات والتحولات التي شهدتها منطقة الشرق الأوسط منذ مرحلة الخمسينيات التي شكلت إرهاصات منعطف لم ينكشف مؤداه حتى الآن واتخذ من محوري الانقلاب على حكومة الدكتور محمد مصدق (1880 ـ 1967) في إيران، وانقلاب عبد الكريم قاسم على الحكم الملكي في العراق، مقدمات لنظريته السياسة وتحليلاته. ويستعرض تشومسكي من خلالها ملامح ازدواجية السياسة الأمريكية في التعامل مع القضايا العربية الحيوية، فيكشف ما تخفيه من نيات تقوم على النفعية والهيمنة والسيطرة، مؤكداً أن الولايات المتحدة في «سيطرتها على منطقة الشرق الأوسط تستعيد النهج البريطاني في الاستعمار وتنتهج الهيكل الأساسي للنظام البريطاني، في فترة زهوها الإمبراطوري الذي لم تغب عنه الشمس، وكانت تدير مستعمراتها بإسناد شكل إداري هزيل إلى واجهات عربية تحظى بنفوذ، حققتها هي باستعماريتها المحلية، بهذه الصورة صارت هذه الواجهة هي الآمرة الناهية التي تحقق الشكل الخارجي للسيادة، من دون أن تحظى بقوة حقيقية؛ فقد استمدت قوتها من المستعمر الأب الذي تحرسه وهو يمتص خيرات دويلاتها وتؤمن له نصاب المشروعية. ويبين تشومسكي دور الولايات المتحدة في بناء الأنظمة الموالية لها، فقد قام ساسة الإدارة الأمريكية على رؤية سياسة استراتيجية مفادها «أن الطبقات الديكتاتورية هي النموذج المفضل، بغض النظر عن سلوكياتها الوحشية، فهي تحظى بشرف واحترام الإدارة الأمريكية، ما دامت هذه الأنظمة تخدم مصالح الولايات المتحدة». فأمريكا كما يقر تشومسكي ترى بعين مصلحتها، وتتحول سياستها بتحول مصالحها، فيقول تشومسكي: إن الرئيس الأمريكي الأسبق جورج بوش كان يعد صدام حليفه وصديقه حتى سنة 1990، حيث ارتكب أول جريمة مخالفة للأوامر في إشارة إلى احتلاله الكويت. ويستطرد: «صدام ساعتها فقد صفة المعتدل من وجهة النظر الأمريكية لأنه اجتاح الكويت، لكنه عندما كان حليفاً لأمريكا، وحينما قتل الأكراد بالغاز واعتقل المنشقين عنه لم يكن كذلك في نظر بوش الأب». ويسهب تشومسكي في تفاصيل العلاقة التحالفية بين صدام حسين والإدارة الأمريكية في تلك المرحلة التي وصلت إلى مصاهرة ذهبية استغلت أمريكا فيها النظام العراقي إلى أعلى درجة ووجهته لتحقيق مصالحها فكان أداتها. فالموقف الأمريكي لا يرتبط إلا بمصالحه التي تعين مكان وزمانه، كما يرى نعوم تشومسكي، فيقول: «فمن يحظى بشرف واحترام السياسة الأمريكية، وينال التأىيد هو الحاكم الذي يخدم مصالح الولايات المتحدة ويحافظ على توجيه وتوصيل تدفق الأرباح إلى الولايات المتحدة وإلى شريكها البريطاني. فإذا قام هذا الحاكم بمهمته على أكمل وجه فستكون مكافأته الضخمة من قبل دافع الضرائب الأمريكي، وينتقد تشومسكي ازدواجية معايير إدارته ويصف التزامها بحقوق الإنسان أنه «أسطوري كاذب وأن هذه الحقوق تتحدد على أساس الإسهامات في حفظ النظام.. فللحكومات العربية حقوق لأنها تسيطر على الشعوب وتضمن تدفق الثروة إلى الغرب ولبريطانيا حقوق ما دامت تلعب دور الكلب التابع الوفي للولايات المتحدة». فهدف الولايات المتحدة وبريطانيا ينحصر في الاحتفاظ بالسيطرة على المناطق المنتجة للنفط وليس الدفاع عنها كما يقول تشومسكي ويعرض المؤلف في كتابه لمقارنات بين الموقف الأمريكي من «إسرائيل»، وموقفه من العرب، في أحداث متشابهة فيعقد مقارنة بين العمليات التركية في شمالي العراق والعمليات الإسرائيلية في جنوب لبنان في فترة احتلالها لجنوب لبنان الذي دام 22 عاماً، فيقول: «إن تشابهاً كبيراً بينهما، ففي الحالتين تمت العمليات الوحشية برضى الولايات المتحدة ما أعطى في النهاية صفة الشرعية فقد قتلت «إسرائيل» نحو 45 ألف لبناني خلال تلك الفترة ولكن أحداً لا يحصي عدد ضحايا أمريكا ولا ضحايا أصدقائها». ‏ ويتابع نعوم تشومسكي بأسلوبه الناقد تفنيد احتلال العراق وفضح سياسة جورج بوش الابن في العراق ساخراً من ذرائعه الواهية، وادعاءاته بالتزام الإدارة الأمريكية بشرعة حقوق الإنسان التي اتخذت منها هدفاً معلناً في الآونة الأخيرة وباتت تقود الحروب الاقتصادية والثقافية والعسكرية وتجيّش أوروبا وحلفاءها، للحرب تحت راية هذا الهدف. ‏ ويختم تشومسكي آراءه باستخلاص فحواه: إن لرجال الشرطة الإقليميين وللطبقة الحاكمة في مناطق النفوذ الأمريكي كل الحقوق ما داموا يقومون بالحفاظ على هذا النفوذ وأهدافه، بينما تغض أمريكا التي تدعي رعاية حقوق الإنسان النظر عن حقوق الأكراد وساكني العشوائيات في القاهرة وغيرهم، ومن ضمنهم الفلسطينيون الذين يمتلكون حقوقاً سليبة لأن معاناتهم تسبب حالة من عدم الاستقرار. هذه الحقائق البسيطة توضح قدراً كبيراً حول السياسات الأمريكية في المنطقة بما فيها عملية السلام، وهذا ما يعني برأي تشومسكي أن السياسة الأمريكية في الشرق الأوسط تقتات وتتقوى على أوهام تخفي تحتها سياسة تولي كل الأهمية لمصالحها التي تتعارض مع الحقيقة الموضوعية للقضايا المعلنة التي تتسع اتساع سراب الصحارى في المنطقة.
