يقف العالم مذهولاً أمام مجريات الإغارة على العراق منذ فصولها الأولى إلى نهايتها التي لم تأزف بعد على الرغم من وعود الغازين على إنهائها على نحو سريع. فمع إرهاصاتها الأولى، أدرك السياسي وحتى المواطن العادي بأن الولايات المتحدة وبعد غزوها إلى أفغانستان تسير على طريق بناء إمبراطورية لها. وهكذا سارت وتسير الأحداث في العراق متسارعة واضعة العالم في مهب الريح. ويبقى للتصريحات الأميركية أبعادها وخلفياتها في استباحة العراق وأرضه وشعبه. فماذا وراء الأكمة من أزمات؟! ماذا وراء الإغارة على العراق؟ هذا ما يحاول محمد حسنين هيكل الكشف عنه من خلال كتابه الذي يضع النقاط على الحروف بحكم ضلوعه في تحليل الأمور السياسية ويحكم موقعه الذي أهّله ليكون في قلب الحدث السياسي وحتى في قلب الفكر الأميركي خصوصاً والعالمي بوجه عام. يطرح هيكل سؤالاً هو مُثار في أذهاننا جميعاً. ثم ماذا بعد الآن؟! مسترجعاً وفي محاولة لاستشفاف جواب، الأجواء السياسية العالمية التي رافقت الطرح الأميركي لغزو العراق. ويقول في ذلك بأنه وفي خلال النصف الأول من شهر مارس 2001. زاد تخوف “المجموعة الإمبراطورية الأمريكية” من أن هناك تحولاً في الرأي العالمي تزيد به معارضة غزو العراق. فقد أظهر استطلاع للرأي العام (أجري يوم 29 فبراير وأذيعت نتائجه كاملة يوم 1 مارس/آذار، وقامت عليه جريدة “الواشنطن بوست” بالاشتراك مع قناة أ.ب.س A.B.C وهي أكبر شركات التلفزيون الأمريكية، أن 56% من الرأي العام الأمريكي تحبذ إعطاء فرصة مفتوحة لمفتشي الأمم المتحدة في “العراق” يكملون مهمتهم-في حين أن 39% فقط يؤيدون الرئيس “بوش” في توجيه ضربة العراق دون انتظار”، وفي الوقت نفسه كانت استطلاعات الرأي العام في “بريطانيا” تكشف أن 52% ممن أعطوا أصواتهم في استفتاء جرى على عينة حجمها خمسة آلاف بريطاني من الرجال والنساء (أجرتها مؤسسة “هاريس”)، أن 52% يعارضون غزو العراق مهما كانت الظروف. وحتى في “أستراليا” كشفت الاستفتاءات أن 64% من الرأي العام تشترط لدخول الحرب، موافقة الأمم المتحدة بقرار لا اعتراض عليه في مجلس الأمن. وأصبحت الإمبراطورية في واشنطن أكثر عصبية، بينما قطار الحرب يتحرك على القضبان، بطيئاً وينتظر زيادة السرعة، وليس استعجال الكوابح، إلى حد التوقف. ويتابع هيكل قائلاً بأنه وفي تلك الأثناء وقع مشهد له دلالته في مكتب الرئيس “بوش” في البيت الأبيض، فقط كان الموعد المقرر لبدء خطة غزو العراق آخر ضوء في يوم 20 مارس/آذار (2003)، ومع ذلك فإن الرئيس ” بوش” وقّع أمراً رئاسياً بقتل “صدام حسين” بضربة عاجلة، ولو أدى الأمر إلى استباق ساعة الصفر، وذلك على أساس معلومات قيل له: أن مصدرها الآن في موقعه يتابع عن قرب تحركات “صدام حسين” داخل “بغداد”. وقال الرئيس “بوش” وهو يوقّع الأمر الرئاسي بالقتل المسبق: “إن صاروخاً واحداً “يقتل” هذا الرجل الآن، كفيل بأن يوفر حرباً بأكملها! وعاد يؤكد لنفسه “أليس صحيحاً أن طمأنة جيش كامل تساوي قتل رجل واحد؟” وكانت الملاحظة موحية. ولم تمض ساعات حتى كان “تينت” يتصل على عجل بالبيت الأبيض، فهم يعرفون الآن بالضبط أين يوجد “صدام حسين”. وأعطى “جورج بوش” موافقته، وكذلك بدأت ضربة الحرب الافتتاحية قبل موعدها المقرر بأربع وعشرين ساعة، والأمل أن يُقْتل “صدام حسين” بحكمة أن “قتل رجل واحد يطمئن جيشاً كاملاً. والحقيقة أن هيئة أركان حرب القوات المسلحة الأمريكية لم تكن لديها شكوك من أي نوع في نتيجة عمل عسكري ضد العراق، والواقع أن الخشية الحقيقية للقيادة المشتركة كانت أوضاع ما بعد الغزو، ولأن الصور والمعلومات والمتابعة يكشف ظاهر ما يجري فوق الأرض، لكنها لا تعرف ما فيه الكفاية عن دخائل النظام وأجنحته ورجاله، ثم حقيقة المشاعر في عقول وقلوب أهله، لذا فإن قوات الغزو العسكري فشلت فشلاً ذريعاً في إدارة لحظة اللقاء الحرجة بين جيش غريب غاز وأصحاب وطن ينتظرونه بحذر على الأقل. ولعل القيادة المركزية أحست بأن اللحظة أفلتت، وكانت المسؤولية واقعة بالكامل على نقص الأداء السياسي للخطة حين انتهاء القتال. ومع ذلك فإن “المجموعة الإمبراطورية في واشنطن” ظهر لديها الميل إلى تغطية قصورها في التخطيط السياسي لما بعد الحرب، بتوجيه المسؤولية إلى غيرها من الذين لم يستطيعوا التفريق بين مهام القتال، ومسؤوليات الاحتلال. ولم تمض أيام على الاحتلال حتى كانت قوات الغزو في موقف يسمح لها برؤية الحقائق كاملة، مكشوفة على الأرض، وأول الحقائق أن جميع الذرائع القانونية والأخلاقية التي دفعت بها “إلى هنا” غير صحيحة، بل إن القائلين بها كانوا أول من يعرف أنها كذلك (غير صحيحة) أما عن الوضع السياسي المتأزم نتيجة للحرب العراقية داخل الولايات المتحدة الأمريكية فيقول هيكل بأنه وعلى نحو ما فقد تبدى حرص شديد في “واشنطن” على احتواء كل الشكوك، وعلى كتمان توترات وتقلصات عاشتها العاصمة الأمريكية بين السياسيين والعسكريين، وظهرت أسئلة لعلها تعثر على إجابات في المستقبل: لماذا ترك قائد القوات البرية الجنرال “تشيمسكي” منصبه ولم يجدد مدة خدمتها كما عُرِضَ عليه؟ ولماذا اعتذر قائد القيادة المركزية الجنرال “تومي فرانكس” عن قبول منصب وزير الجيش الذي عرضه عليه “دونالد رامسفيلد” وزير الدفاع (الذي يعاونه ثلاثة من الوزراء: للجيش والبحرية والطيران)؟. ولماذا صمم “فرانكس” على الاعتزال دون أن ينتظر لكي يسبح وسط أضواء النصر بعد غزو العراق؟ ولماذا عهد بالقيادات الميدانية الكبرى إلى جنرالات ينحدرون من أقليات عرقية هاجرت عائلاتهم أخيراً إلى الولايات المتحدة: مثل الجنرال “ريكاردو سانشيز” الذي عين قائداً لقوات الاحتلال في العراق (وهو من أسرة مهاجرة من أمريكا اللاتينية)، والجنرال “جون أبو زيد” (وهو من أسرة مهاجرة في لبنان) الذي عين قائداً للقيادة المركزية الأمريكية، بينما المعروف أن عماد قيادة القوات المشتركة باستمرار يقوم بها العناصر التقليدية ذات الأصول الأوروبية (الواضحة) ولماذا؟ ولماذا؟ ولماذا؟. ويعلق هيكل على هذا كله تعليقاً يحمل في طياته أبعاداً سياسية واستشرافات وحقائق يجب ألا تغيب عن الأذهان حيث يقول بأنه من الواضح في واشنطن أن المستقبل يلزمه، من وجهة نظر هيئة الأركان المشتركة، كلام كثير وكلام جديد!
