About the Author: Counselor Tariq Abdel-Fattah Salim Al-Bishri, the Egyptian thinker, historian and philosopher, one of the most prominent contemporary Egyptian jurists, held the position of First Vice President of the Egyptian State Council and President of the General Assembly of the Fatwa and Legislation Departments for several years.
