During the last two decades commercial banking has been expanding more rapidly in the Arab Middle East than in any other area of the world. As recently as the early 1960s much of the region remained unmonetised and the existing financial institutions were small in size, catering primarily for the requirements of the limited domestic markets. The region’s only financial links with the outside world were through foreign-owned banks, and no indigenous commercial bank had internationalised its operations to any significant extent. Apart from Beirut there was no centre which served wider regional needs, and even the Lebanese capital was of only limited importance internationally. Yet today the whole Arab Middle Eastern financial scene has been transformed, with a tremendous proliferation of local banks, a rapid expansion of branch networks, and an enormous widening in the range of financial services provided by indigenous institutions. The region’s banks are now strongly represented in major international financial centres, and there are already twenty Arab Middle Eastern banks included in the world’s top five hundred banks. At the same time, although expatriates still occupy many key positions in commercial banking, a new generation of bankers native to the region is playing a growing role in Arab finance. Overall a solid foundation for financial activity has been laid, and there is little doubt that, barring political catastrophes, the remainder of the present decade and the 1990s should witness further sustained progress

Forty years ago banking in the Arab Gulf1 was insignificant; typically some foreign banks had branches in the Gulf to facilitate trade finance and to cater for a relatively small number of expatriate workers; local banks were scarce as subsistence agriculture dominated Gulf economies and the cash and barter society flourished; oil had not yet been exploited, nor the seeds of industry sown; only the Hijaz region of Saudi Arabia was the exception to this as the seasonal flow of pilgrims to Mecca and Medina took place each year; but financial needs in any case were limited to those required for trade and travel and most of these could be adequately provided by the money changers. Forty years ago there was not one central bank in the Arab Gulf; in 1952 the Saudi Arabian Monetary Agency (SAMA) was created, but it was not until 1968 that the Kuwaiti government established the next Gulf central bank and not until 1980 that the United Arab Emirates (UAE) eventually followed, setting up a central bank out of the turmoil of its defunct Currency Board and completing the establishment of regulatory authorities in all Gulf economies.

The changing political situation in the Middle East poses challenges for the economies of the region, and some see none more vulnerable to collapse than Saudi Arabia’s. Yet as this study demonstrates, the fundamentals of the kingdom’s economy are relatively robust, as over two thirds of GDP is accounted for by the non-oil sector, and impressive modern industries have been established notably in petrochemicals. The financial system functions well, and despite substantial government debts, there is low inflation and currency stability. The private sector increasingly drives the economy, although job creation has been insufficient to prevent rising youth unemployment. The development challenges Saudi Arabia faces are similar to those of other middle-income countries, and three decades of diversification have made the economy less unique than it was in the oil boom years of the 1970s.

Variations in business ownership experience have led to the distinction between experienced (‘habitual’) entrepreneurs and first-time (‘novice’) entrepreneurs. Habitual Entrepreneurs focuses on entrepreneurs who have the potential to leverage their business ownership experience in subsequent ventures.
